The West Virginia First Foundation (WVFF) invests its share of opioid settlement funds in strategies that prevent substance use disorder, support recovery, and save lives across West Virginia.

Local governments receive a separate share of opioid settlement funds and independently determine how those funds are used in accordance with the West Virginia First Memorandum of Understanding. WVFF collects and reports local government expenditure data but does not oversee these spending decisions. For more information, visit our Local Government Reporting page.
Grant Cycles
WVFF’s competitive grant cycles provide funding to organizations working to address identified priorities related to substance use disorder prevention, treatment, recovery, and related impacts across West Virginia.
Each grant cycle is developed around specific areas of need and includes its own eligibility requirements, funding priorities, application process, and timeline
Direct Funding Model
Direct Funding allows WVFF to consider strategic investment opportunities that advance opioid abatement efforts and have the potential for significant impact across multiple regions of West Virginia.
These opportunities are evaluated based on established criteria and WVFF’s funding priorities.
Regional Contingency Allocation Program (RECAP)
RECAP provides each of WVFF’s six regions with an opportunity to support projects that address timely, region-specific needs related to opioid abatement.
The program gives regions flexibility to respond to needs and opportunities that may fall outside WVFF’s broader statewide funding cycles.
Gap Funding
Gap Funding helps WVFF respond to critical needs or service gaps that may require targeted investment outside of established grant cycles and programs.
