Regional Contingency Allocation Program (RECAP)

Not every meaningful project fits neatly into a traditional grant cycle.

The Regional Contingency Allocation Program (RECAP) gives each West Virginia First Foundation (WVFF) region the flexibility to support worthwhile, time-sensitive projects that advance the Foundation’s mission to prevent substance use disorder, support recovery, and save lives.

Rather than waiting months for the next competitive funding opportunity, RECAP allows regional needs to be addressed when opportunities arise while still ensuring transparency and accountability.

A Regionally Elected Board Member identifies a project that addresses an important need in their community.

The project is reviewed to ensure it aligns with WVFF's mission and funding guidelines.

Organizations provide the required documentation before funds are awarded.

Recipients complete a report at the end of the project describing impact and outcomes.

What Types of Projects Can Be Supported?

RECAP is designed to support projects that help address substance use disorder in West Virginia. Projects must align with the Foundation’s Approved Uses and Core Strategies as outlined in the West Virginia First Memorandum of Understanding.

  • Treat Opioid Use Disorder (OUD)
  • Support People in Treatment and Recovery
  • Connect People Who Need Help to the Help They Need (Connections to Care)
  • Address the Needs of Criminal-Justice-Involved Persons
  • Address the Needs of Pregnant or Parenting Women and Their Families, Including Babies with Neonatal Abstinence Syndrome
  • Prevent Over-Prescribing and Ensure Appropriate Prescribing and Dispensing of Opioids
  • Prevent Misuse of Opioids
  • Prevent Overdose Deaths and Other Opioid-Related Injuries
  • First Responders
  • Leadership, Planning and Coordination
  • Training
  • Research
  • Law Enforcement

Core Strategies

  • Naloxone or other FDA-Approved Drug to Reverse Opioid Overdoses
  • MAT Distribution and other Opioid Related Treatment
  • Pregnant and Postpartum Women
  • Expanding Treatment for Neonatal Abstinence Syndrome
  • Expansion of Warm Hand-Off Programs and Recovery Services
  • Treatment for Incarcerated Population
  • Prevention Programs
  • Evidence-Based Data Collection and Research Analyzing the Effectiveness of the Abatement Strategies within the State
  • Law Enforcement
  • Research

Is RECAP Open for Applications?

RECAP is not a traditional grant program with an open application period.

Projects are identified and sponsored by WVFF Regionally Elected Board Members based on community needs and opportunities within their regions. Organizations interested in sharing an idea or learning more are encouraged to connect with their Regional Board Member(s).
