WVFF Announces Re-Election of Region 3 Board Member

WEST VIRGINIA (July 23, 2026) – The West Virginia First Foundation (WVFF) today announced the re-election of Parkersburg Mayor Tom Joyce to its Board of Directors, representing Region 3 (Wood, Tyler, Pleasants, Ritchie, Wirt, Calhoun, Roane and Jackson Counties). Joyce, whose initial term concluded in November of last year, was re-elected by regional representatives during an election held at the Wood County Resiliency Center on Thursday, July 23, 2026. 

WVFF’s Board of Directors is composed of 11 volunteer members, six elected from across the state’s regions and five appointed by the Governor, who oversee the Foundation’s mission to empower West Virginians to prevent substance use disorder, support recovery, and save lives.

“Tom has always brought a community-first mindset to our Board and has been a passionate voice for finding long-term solutions that make a difference. We’re grateful for his continued service and look forward to working alongside him as we continue investing in stronger, healthier communities across West Virginia,” said Jonathan Board, Executive Director of WVFF. 

Tom Joyce is a lifelong West Virginian who has spent his career serving his community. Since 2017, he has served as Mayor of Parkersburg after more than 20 years in healthcare and EMS administration, giving him firsthand experience with the impact of the opioid crisis on West Virginia families and communities. He is passionate about strengthening communities, supporting prevention efforts, and helping ensure future generations have the opportunity to thrive.
