Funds are being used to support Phase 2 construction of the Semper Liberi Recovery Village, expanding integrated recovery and workforce reentry housing in the Eastern Panhandle. This investment funds development of a 24-unit affordable apartment building and a community multipurpose center that serve residents transitioning from structured recovery housing to more independent living. Resources provide stable, affordable housing combined with continued peer recovery support, transportation, workforce engagement, and family reunification services. By bridging the gap between residential recovery and independent housing, the initiative reduces relapse and recidivism, strengthens long-term stability, and supports regional economic resilience.
